Legislative Successes
Tom DuBois passed more legislation than ANY other freshman representative.

Economic Development

HB 1204 – Protects and preserves Main Street businesses in small towns throughout Tennessee. This legislation was the catalyst that prompted the Department of Economic and Community Development to reinstitute the Main Street Program. Tom was the prime sponsor of this legislation.

HB 2032 – Expands sales and use tax credits to recruit more businesses to Tennessee.

Securing the Homeland and Helping First Responders

HB 1705 – Prevented illegal immigrants from using foreign documentation to obtain a driver’s license. Tom was the prime sponsor of this legislation.

HB 2612 – The Good Samaritan Volunteer Firefighters’ Assistance Act will help volunteer firefighters get more equipment to protect the citizens they serve. Tom was the prime sponsor of this legislation.

HB 2831 – Authorizes a payment of $25,000 to the family of volunteer firefighters killed in the line of duty.

HB 3528 – Gives the Office of Homeland Security the tools it needs to protect our citizens from terrorism and disaster.

Consumer Protection

HB 2811 – Protecting consumers from unscrupulous and unethical estate planners.

HB 1344 – Strengthens the Lemon Law to protect consumers when they buy a faulty automobile.

HB 2399 – Creates new crimes for individuals that hold themselves out to be licensed contractors who hold no such license.

Standing Up for Sportsmen
 
HB 3360 – Prevents sport shooting ranges from being closed because of frivolous lawsuits. Tom was the prime sponsor of this legislation.

HB 452 – Provides reciprocity with several other states handgun laws, allowing Tennessee permit holders to carry their firearms in other states.

Helping Veterans and Service Members

HB 233 – The Tennessee National Guard Tuition Assistance Act makes college and technical education more affordable for Guardsmen.

HB 538 – Protects volunteer firefighters from being dismissed from their jobs because of work absences arising from their service as a firefighter.

HB 1001 – Protects veterans from identity theft by allowing them to keep their social security number off of certain public documents.

HB 2160 – Grants a sales tax exemption on automobiles for National Guardsmen and Reservists.

HB 2202 – Gives service members an extension on their concealed carry permit while they are deployed away from the state.

HB 2589 – Expands accessibility of license plates to disabled veterans.

Open and Accountable Government

Helped force a change in House rules that makes committee votes accessible to the public.

HB 957 – Requires elected officials to disclose where they have money invested to guard against conflicts of interest.

HB 961 – Allows the public greater access to campaign financial disclosures.

HB 1257 – Puts campaign financial disclosures on the internet for the public to research and review.

HB 2322 – Requires state officials that travel with state money to fly coach instead of first class.

HB 3319 – Creates the Higher Education Accountability Act to prevent a repeat of scandals at our higher education institutions.

Making Our Community Safer From Drugs, Crime and Unsafe Buildings

HB 806 – Makes criminal records from the federal government and other states more accessible for background checks in Tennessee. This will help keep criminals out of positions dealing with children and seniors.

HB 1253 – Expands Drug Courts that use effective methods to get offenders off of drugs.

HB 1321 – Prohibits sex offenders from living near school bus stops.

HB 1323 – Allows victims of statutory rape to file claims under the Criminal Injuries Compensation Act.

HB 1652 - Establishes procedures for issuance of administrative inspection warrant authorizing building official to inspect named premises to determine whether violation of any state law or local building, fire, or life safety code is occurring. Tom was the prime sponsor of this legislation.

HB 2087 – Increases membership of civil service board for Sheriff's employees from five to seven members. Tom was the prime sponsor of this legislation.

HB 2099 – Establishes rules for parks owned, operated or leased by county. Tom was the prime sponsor of this legislation.

HB 2385 – Allows law enforcement and the Department of Health to quarantine property used in the manufacture of methamphetamines.

HB 2796 – Imposes a tax on illegal drugs.

HB 3182 – Creates a pilot project to use GPS technology to track sex offenders.

HB 3232 – Prohibits sex offenders from living or working within 1,000 feet of a school or child care facility.

HB 3403 – Makes it a felony to commit identity theft.

HB 3429 – Increases the number and salaries of district attorneys who prosecute criminals.

HB 3467 – Strengthens Tennessee’s previously lax sex offender registry law and imposes severe penalties for those who violate it.

HB 3595 - Permits legislative body of Maury County by resolution to authorize the foreman of the grand jury to appoint a part-time clerk at a rate equal to the compensation paid to the guard of the grand jury.
 
Protecting Seniors

HB 931 – Allows banks to help protect seniors from having their assets stolen.

HB 1135 – Stiffens penalties for abuse and neglect of seniors in nursing homes.

HB 1846 – Expands homestead exemptions for seniors 62 years or older.

Reforming TennCare

HB 1341 – Allows TennCare to be reimbursed for medical expenses that should be paid by another insurer.

HB 1650 – Creates a single formulary for TennCare prescriptions that will save hundreds of millions of dollars in drug costs.

Expanding Agricultural Opportunities

HB 1675 – Allows persons in the agricultural industry to establish processing cooperative associations to market processed agricultural products.

HB 3067 – Initiates a study on the use of alternative fuels like ethanol.

Improving Education and Working for Children

HB 2134 – Expands lottery scholarship opportunities for home school students by equalizing the requirements to receive one.

HB 2635 – Requires school boards to develop plans to get parents involved in their children’s education.

HB 2783 – Improving the nutritional quality of foods offered in schools.

HB 2861 – Allows more technical path high school students to get a lottery scholoarship.
